Biography of Phillip Lugolobi Nsibirwa

Phillip Lugolobi Nsibirwa was born on 30 January 1937 at Nsambya Hospital in Uganda. He was a distinguished lawyer whose career was marked by dedicated public service and a strong commitment to the development of Uganda’s legal system.

He began his education at Mengo Primary School and later attended Mengo Senior School, where he laid a strong academic foundation. Pursuing higher education, he studied law at the University of Dar es Salaam, where he obtained a Bachelor of Laws (LLB). He further enhanced his legal training at the Law Development Centre in Kampala. In addition to his legal qualifications, he earned a Bachelor of Political Science from Makerere University, reflecting his broad interest in governance, public administration, and national affairs.

Phillip Lugolobi Nsibirwa served the Government of Uganda with distinction, rising to the position of Principal State Attorney. In this role, he played a key part in legal advisory work and the administration of justice within the public sector. Upon retiring from government service, he joined the law firm Matovu & Co. Advocates in Kampala, where he continued to practice law for many years, contributing his experience and expertise to the firm and the wider legal community.

He was a family man and had three children with Scovia Kemigisha: Philip Lugolobi Gita Musaasizi Nsibirwa, Martin Luther Kisakye Nsibirwa, and Kasalina Nambwayo (Late).

Phillip Lugolobi Nsibirwa passed away in 2002, leaving behind a legacy of professionalism, public service, and dedication to the legal profession in Uganda.
